Cecil was born on August 24, 1961 in Walker County, Alabama.

Cecil is survived by his sons, Brett Jones and family, Chris Payne and David Payne; brothers, James Jones, Edward Jones, and Lecil Jones, and their families; sisters, Mary Long, Rose McNeal, Janet Jones and Faye Shirley, and their families.

He was preceded in death by his mother, Lola Smothers; father, Louis Jones; and sisters, Connie Jones and Katrinka Levan.
